On the PC, can you boot in safe mode? If yes then go in that way, right click on my computer and selet properties, the advanced tab, Startup and recovery settings, and uncheck the box next to automatically restart. Then when your computer boots it will stop at the blue screen that you are getting and you can read the error code and research it. (the 0x000000.. is the one you want)
Its probably not something as simple as not having drivers for a piece of hardware, the wrong drivers could do it though. However it is simple enough to test, removing the card or disabling it in the BIOS (for on board stuff) will stop the drivers loading.
If you cannot boot in safe mode then there are other ways to get the reboot loop stoped so you can get the diag code. The easiest ones require special software (which I can try to find a way to get to you) or it maybe possible to do using your XP cd, this method is not easy.
An attempt at reloading the OS may be what you end up doing, but you may also end up back in the same place after a reload.
